Audacity 1.2.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

You hit the gold standard for difficulty. Windows Audacity 1.2 keeps its preferences in the Dreaded Windows Registry. The only graceful way to "reset" this Audacity is to de-install it completely in the control panel and reinstall it.

If the New Audacity does not ask you "English?" at First Birthday, then the Registry values are stuck or damaged and you need to use the more serious Registry Edit Tools.

...that I can't find. I know we have a write-up on this somewhere.

Looking.

No, that does not reset the preferences. The preferences are still retained.

The best way is to use the "safe solution" that is described in the page that koz has posted the link for.
