effects not working

i am using a vista computer. when i try to use the effects it doesn't let me use them what so ever. some body please tell me how to fix this.
In Audacity 1.2, Effects will be gray until you drag-select some audio -- or all audio.
Audacity 1.3 automatically assumes The Whole Show if you select an effect with no other clues.
