This is apparently a known problem with Windows Vista's Multi-Language User Interface.
There are lots of questions on the various Vista forums from people who have received the same error message, but not much that I could see in the line of coherent answers.
You may be able to get round the problem and install Audacity by downloading the .zip file from the Audacity download page, instead of the .exe file. UnZipping this file will install Audacity without having to run the install program, which your copy of Vista doesn't seem to like.
You will still be left with the MUI problem but you should be able to get Audacity running.
