Error - Could not open MP3 Encoding Library

The library I work at would like to record a podcast.
I downloaded and installed Audacity 1.2.6 and the LAME library on one PC on Monday. I was able to record and then export an MP3 ile.
On Tuesday I downloaded and installed Audacity 1.2.6 and the LAME library on a laptop to be used for the podcast. I was able to record and export an MP3 file. However, our headset was getting high-pitched feedback on the laptop in both Sound Recorder and Audacity (it does not have that problem on the two other computers).
I am now trying to install Audacity on a backup computer in a relatively quiet room.
I have installed 1.2.6 and the new 1.3.9 Beta on this third machine. I have downloaded and installed LAME 3.98.2. I have put LAME in its own folder in Applications, and have also tried installing it in the Audacity folder.
Audacity will not load LAME.
I go to Edit -> Preferences and I tell Audacity where the LAME .dll file is. I browse directly to that file, highlight it, and click OK. The Preferences pane still says Library Not Found.
If I try to export my test project into MP3, both versions of the program ask where the LAME .dll is. I navigate to that location, highlight the file, and click OK. I then get the following error message:
"Cannot open MP3 Encoding Library"
I have the correct version of LAME, and have installed it correctly. I have been successful in doing this on two other computers. It simply will not work on this one, and our staff members would like to make their own MP3 files, as opposed to giving me the Audacity project files and having me convert on another computer.
All three computers are running Windows XP with Service Pack 3. I have not had both versions of Audacity on the third computer at the same time - I uninstalled 1.2.6 and reinstalled it twice, and then uninstalled it and installed 1.3.9. Each time I open the program I am asked which language to use, so it is a fresh install. It is not a user preference issue, as I have gone to Documents and Settings, user files, and Application Data folders. No user has an Application Data file for Audacity once I do a fresh install.
