Expanding audio section without distortion

For instance, if I had a wav with audio of someone talking, and I want to slow their voice down without distorting it, how can I do that?

It depends what you mean by "distortion" - slowing it down is a kind of distortion (distortion = a change in the waveform).
Have you tried the "Change Speed" effect?
