When I record a song from streaming audio and export it as an mp3 file, the song may be,say 2min 30 sec in length. However, When I play it back in WMP it shows,and plays, a much longer song duration, like 3:50, with all the extra time added as silence at the end of the file. And, when burning a CD audio disc, the extra dead time is added, whether I burn with WMP or InCD (the app that came pre-loaded with my HP). Is this some kind of glitch in how Audacity converts to mp3; is it something I'm doing wrong; anyone else have this problem?

Make sure that you are using "Export" and not "Export Selected".

For making an Audio CD you should Export as WAV and not MP3.
