If you record a small group of people chanting, then record them again, and again.... Then play all of the track back at the same time, it will sound like a crowd. You can also duplicate the tracks and shift the copies a little to the left/right with the Time Shift tool (double headed arrow).

Real recordings work more convincingly than duplicate tracks, and the bigger the group of people that you start with, the better it will sound.

You will probably need to lower the volume slider on each track so that the mix does not overload.

Adding reverberation (you can use G-Verb for this) can give a better sense of space.

Audacity 1.3.9 has many more options than 1.2.x
