Recording plays back 1/2 step higher

This is a problem that shows up in Audacity but may actually be a soundcard problem. I'm asking about it on this forum because of the depth of expertise here in hopes that someone might have a solution.
If I sing a pitch and record it, it plays back just about one half step higher than I recorded it. This happens in Audacity, Nero Wave edit, and Gram. I know how to record and vary the pitch within Audacity and, none of the options which would change the pitch are triggered during this recording and playback.
This leads me to believe that it's a problem with the soundcard. Do any of you know what could be going wrong, it's driving me crazy.
