If I import an mp3 file to audacity, then export a section of it as an mp3 file, will there be any loss in sound quality in the file?

Yes. Twice. Audacity will not edit an MP3 file. It converts to an internal uncompressed format and then re-compresses at the other end.

You want one of the MP3 editors that doesn't have to re-encode. You don't get fancy-pants effects, tools, and editing with those, but it may be enough.

I believe there are several for WIndows, yes.
