record level limited to 0.5 in mono not in stereo

In version 1.3.8, when I record mono the record level is limited to 0.5.
Recording again in stereo does not limit the record level.
Also, if I do a stereo to mono conversion the record level is limited to 0.5 again.
(I have sound coming in on one channel, so to get the maximum recording level in mono I record in stereo, split the stereo tracks, delete the blank one, and change the remaining one to mono.)
