MP3 Editing

I am currently trying to edit out some noise at the start of some of my MP3 files, however as mp3 is lossy, I would like to do this without having to re-encode the entire file.

Does audacity allow for simply truncating out parts of an mp3 file, without quality loss?

No, Audacity will add further compression on export to MP3.

There are some simple MP3 cutting editors that should do this job for you - try MP3cut which is often recommended on the forum.
