Ok, I'm following the linked steps to do that roll back, but when I click on Sound, video and game controllers there's like 20 options. A lot of them are obviously not what I want ("Standard Game Port"), but which of these (I'm assuming it's one of the following three) is the devices I should be rolling back?
Adaptec AVC-2010 PCI Device
MPU-401 Compatible MIDI Device
SoundMAX Integrated Digital Audio
They also bring up a Warning that "no driver has been backed up for this device" and ask if I want to bring up the Troubleshoot option...

Sorry the 1.3.7 link was for Mac (fixed now). AVC is a video capture device and Audacity does not support MIDI input/output, so you want to choose SoundMAX which is the sound device built into your computer motherboard. If you reset the 1.2.6 Preferences with that .reg file, 1.2.6 will be trying to query the recording and playback devices set in the Windows
system mixer, so go there and make sure that both the playback and recording devices are set to SoundMAX.
I would follow the
Windows Update steps for SoundMAX to begin with (try "Roll Back" if there is such an option, and then if Audacity still won't launch, try "Update").
If nothing else works, use CPU-Z as described further up that
Updating Sound Device Drivers page, to get the motherboard details, then go to the motherboard manufacturer's site to find the correct SoundMAX driver for your particular motherboard and Windows version.

Woohoo! Rolling back the driver worked! Audacity opened, I used it a few times, opened and closed it, all went well.
