time shift tool

when I try to use the time shift tool,it doesn't seem to work when I am playing the tracks so I can line up the beats properly, it works on pause or stop I have to hear it to line it up right. The manual says I am supposed to be able to do this..what do I need do to to correct this? Am I missing something here?

The time shift tool will only work when you are in "Stop" mode.
In Audacity 1.3.x you can use Ctrl+M to place a marker while the audio is playing. Beats are usually visible as peaks in the waveform display.
