So with all the recent and mainly activity and development of 1.3.x is the 1.2.x no longer developed?

1.2 hasn't been worked on in quite a while. There are certain newer computers and OSs that will no longer run any 1.2 Audacity.

ahh ok so time to retire 1.2 thanks
