Cut from One Track and Paste New Track

This is very basic I know.

I want to cut a part of one track. Then create a "blank" track and paste this into it and save as a file.

I can't find any intuitive way of doing this. any help appreciated.

Why do you want to do that? What are you trying to achieve?
If you just want to create a WAV file from part of a longer track, just select the bit of the track that you want (click and drag with the mouse), then from the File menu use "Export Selection as WAV"
