How can I mix and export a 5.1 surround sound mix in audacity.

You may not.

There was a thread a while back where they talked about that. Audacity will not play multiple tracks (over 2), so as long as you didn't need to actually hear the work, you could edit individual tracks. Blind. Or deaf, I guess.
