I have downloaded the Lame MP3 encoder and successfully exported an MP3.

However, I want to be able to set it's attributes.
I would like:

44.1 Khz
64 kbps
Mono

How can I set these MP3 preferences when I save it out?

Thanks,,

In Audacity 1.2.x you can set the MP3 exported bitrate from Edit > Preferences > File Formats - but note that you have to have installed the Lame library correctly for this to be operational.

You can set the sample rate to 44100 Hz from Edit > Preferences > Quality

And you can set Audacity to work in mono from Edit > Preferences > Audio I/O - though if you already have your project recorded in stereo you will need to mix this down to a single mono track - or if you have mono recorded as two stereo tracks you should just be able to split the stereo track into two separate tracks (use the control box to the lft of the track - click on the little black triangle) and then delete one of the tracks.
