Problem with output recording (XP)

Even when it would show the full sound waves, it would only have the bar moving in the thing labeled left. Now the sound waves barely move at all and the exported MP3 is virtually unheard (quiet).
How do I fix it so that it's recording both outputs (L and R), as well as recording loudly again?
