changing sample rate,,,ringtones

I want to create an mp3 ringtone.
According to my media upload site, verizon, it required a sample rate of 20,050....the mp3 was 32,000.
So I imported the WAV and changed the sample rate to 20, 050 from the pulldown menu in the left corner of the project. This produced a REALLY REALLY slowwww WAV, so I had to "change speed" in effects. I settled on a "100" setting. I encoded to mp3.
When I tried uploading again, I got the same message, ie that the mp3 was 32,000 sample rate.
Am I missing something?
