I'm looking for keys that will let me move up and down through tracks while preserving the same timecode. Any ideas?
also, pasting into a track without everything getting scooted right.

Use Audacity 1.3.x - it is a lot better for this kind of thing.
Use the [Enter] key to select or deselect the current track
Use the cursor up/down heys to move from one track to the next.
Alternatively, use [Shift] + Left Mouse Click on the information box at the left hand side of a track to select/deselect that track.
