Unzip tone control file ?

A recent post told how to insert a tone control file into Audacity. I can download the zipped tone control file, but even tho I did a search on this site, I cannot figure out how to unzip the " ny " file before bringing it into Audacity. ( I have 1.2.6 version - maybe that's my problem ?)
This version does more than I need it to do for my basic needs, and hope I don't have to replace it with a newer version.

Sorry it requires Audacity 1.3
Audacity 1.3 is not any more "difficult" to use than the old 1.2 version, in fact you can have both versions installed on your machine at the same time as long as you only use them one at a time. Audacity 1.3 can open projects made with 1.2, but Audacity 1.2 can not open a project that has been saved by 1.3
The recommended version of Audacity 1.3.x is 1.3.11 which is currently available as an alpha version, but should become available on the normal download page in a few days.

To unzip a file in Windows XP or later, Right click on the file and select "Extract" or "Extract All".

Hi
Based on your advice, I downloaded the newest beta version, and I tested it by recording some streaming audio - and it works fine.
However, I am still at a loss how to import the tone control module. I tried "import" in the file drop down, but that is apparently intended for raw audio, not zip files
In other words, I am not sure if the downloaded tone control is zipped, and if it is, I don't know how to unzip it, and lastly, I don't know how to bring it into Audacity.
Hopefully, there is already an answer on this site that you can refer me to

I actually recommended downloading Audacity 1.3.11 when it is released (which will be in a few days time). There is a bug in the current 1.3.10 beta version that affects "Export Multiple" and "Export Selection". If you use either of these functions, the exported audio will be a few seconds longer than it should be. This may not be too important for you right now, but I definitely recommend that you update to 1.3.11 when it is released.

This one is definitely zipped. Downloading it and double clicking on the downloaded file will open an Explorer Window and you will see the file "tonecontrol.ny". That's the actual plug-in file.

Have you found the Audacity installation folder for the new Audacity 1.3 that you have installed? It is probably in a folder something like:
C:Program FilesAudacity 1.3 (unicode)
(don't get confused by the old Audacity folder where Audacity 1.2 was installed)
When you have found the program folder there will be a sub-folder called "Plug-ins". Open that folder and put the plug-in file (tonecontrol.ny) in there.
When you restart Audacity you should see the new effect listed in the Effects menu.
