Say I have a track 17 minutes long. Is there a convenient way to get my cursor to minute 15?
Also, to just skip ahead in increments of, say, 3 minutes, with a keystroke?

Use the scroll bar to move until the ruler at the top has 15 mins on the screen (zooming in or out may help), then click on the waveform to position your cursor there. Now when you hit play, the playback will start from the cursor, i.e. 15 mins.
In 1.4.0 there will be a box at the bottom of the screen in which you can type a time and jump to it directly. It will also support skipping in fixed size increments with the arrow keys.
