I have Audacity and my sound card has the feature to record anything that comes out of my speakers.
Then If I were to listen to a song from a internet radio station like pandora. Can I legally record that song using Audacity's record "What U Hear" feature?

In most jusrdictions the answe would be no - not leagal. But many people do this and if it's for your own private use you're not likely to be caught.
However ... if you use this recording to fileshare with others or make a commercial CD for sale then the owners of the IPR and copyright may well notice you and decide pursue you for redress and damages.
Historically it has been the case that amateur recorders, acting illegally like this, have often saved valuable off-air broadcasts (live performances by artistes) that were otherwise destroyed or simply lost by the broadcasters (and this includes august institutions like the UK's public broadcaster, the BBC)
But (and a big but) do not take anything I've said above to condone illegal actions ...
