wxbase28u_vc_custom.dll is missing, but it's not!

I just downloaded the newest PORTABLE version 2.0.3 from http://portableapps.com/apps/music_video/audacity_portable
I “installed” it to the desktop where I work, then I “cut” the install folder and "pasted it to my phone’s external storage card where I have other portable apps. My phone won’t allow me to install to it, as it is not assigned a drive letter, which may be my problem???

Attached is a screen capture of the error message I get when trying to run, even though the file the message says is missing is there.

Any suggestions?
