Effect > Change Tempo
You can specify that 10%; alternatively you can specify a target length in seconds.
Fair warning that Change Tempo and Change Pitch are the two effects that rip the sound apart and put it back together in a different configuration. Of the three, they are the ones most likely to cause sound damage. Change Speed affects both pitch and tempo and leaving the relationships intact. It’s much less likely to cause audible problems.

Thank you for the info. I tried and it’s pretty easy to use.
By the way, it seems I can even change tempo in a selected/highlighted section of a track. The tempo of the rest un-selected section won’t be changed. Is it by design?

Thank you for the additional information. It helps. There is a option “Use high quality stretching (slow)” in Change Tempo window. Does it improve the quality of the final change tempo result?
Yeah, I noticed that Change Speed affects pitch. Hope our team can accept the result of Change Tempo.

Yes. The Effects affect only what you highlight. Typically, you will get an audible click at the boundaries of your selection. Sometimes, using “Z” (Select > At zero crossings) can be used to reduce or eliminate that click. See: Select Menu: At Zero Crossings
