In my audio settings, I turned up the level from the right headphone speaker because my headphone is a bit broken. But whenever I start Audacity the level resets.
Can someone help me to solve this problem?

You need to get some new headphones. There’s no way for Audacity to tell Windows to open a new connection with unbalanced left/right - Windows always resets the balance when Audacity connects.
