Why does the volume increase when exporting to mp3?

My problem is that when I export to MP3 the volume changes, on one computer I increase it to double and on another I lower it to half.
Because of this, audacity is of no use to me.
Does anyone know what it could be due to?

Check the gain slider to the left of the waveform. (0dB, in the center, is no change.)

Are you “doing anything”? Applying effects or mixing, etc.? Or are you just opening a file and exporting as MP3.

Does this only happen with MP3?

…It can be normal for the some to go-up by 1 or 2 dB because MP3 is lossy (imperfect) but the perceived volume shouldn’t change and it shouldn’t double.
