Volume Reduced in Strange Pattern on Export

I’ve tried exporting this file several times – in WAV and MP3, and it always ends up at about half the volume – for everything but the end. If I reload the exported file into Audacity, this is what I see (see attached images. The volume on the original Audacity project is fine, but when I export it, it goes all crazy. What am I doing wrong here?

Your “Capture.PNG” screenshot only shows the last 16 minutes of the track.
The other screenshot shows the full 3 hours 17.
