Just use the recommended installer and install over the top of the old version.
If you use FFmpeg (for support of additional audio formats) you will need to update that too.

Does 2.1.2 “know” if it’s trying to access the wrong FFMpeg?

Just don’t try using too much elso of that alpha Manual as it contains new stuff that you won’t have in the released version.

If FFmpeg (lower case “m”) is not compatible with Audacity then Libraries Preferences will say that FFmpeg was not found.
2.1.2 uses the same version of FFmpeg as 2.1.0.
