Unable to record audio/Latency Correction setting error

Audacity is refusing to record my audio, and when I attempt to, it shows me this:
(Latency Correction setting has caused the recorded audio to be hidden before zero.
Audacity has brought it back to start at zero.
You may have to use the Time Shift Tool (<—> or F5) to drag the track into the right place.)
I have looked for hours for a fix, because I need to record audio for an upcoming project, but I can’t seem to find a solution.

Audacity > Edit > Preferences > Recording: [_]Overdub… (deselect)

That will prevent the latency warning appearing, but it will not prevent the recording stalling, which is why the message appears.

What exactly are you recording, with exactly what sound device or equipment?

If it is a USB device, try Windows button, Power Menu, hold SHIFT and click on “Shut down”. When you launch Audacity after reboot, you will probably be able to record. If not, try opening Edit > Preferences…, Recording section and increase “Audio to buffer”.
