Is there any way to stretch a audio clip to a certain length? For example if you had an audio track 1min long and you wanted to stretch it to 1min 38secs. It doesn’t matter about tempo as it is an ambient piece. I know you can go into the change tempo effect and elongate a track by a certain factor/percentage but is there a way to do it specifically from a definite start point to a definite end point?
If you can’t get it exactly right with by using a factor, make it slightly longer and trim it (or fade it out).

That’s good, because you can’t make it play longer without changing the tempo, unless you loop & repeat it. (If there are 10 drum beats and you stretch-out those drum beats over a longer period of time, that’s a slower tempo.)
If it’s OK to lower the pitch, try the Change Speed effect (and slow it down). Changing speed (tempo) and pitch together is “simpler” and cleaner and less prone to artifacts. But, from 60 seconds to 98 seconds probably going to give you too much pitch change.
