Is there a way on Mac (Sierra) to turn off the pop-up tool tips?

Audacity does not provide a way to turn off tool tips (unless you build Audacity from the source code).
MacOS does not provide a way to turn off tool tips, but it does provide a way to change the time delay before tool tips appear, so perhaps this will help: https://www.macworld.com/article/1055202/termtooltips.html
