How do I adjust the tone balance in Audacity.

You could try the “Bass and Treble” effect: http://manual.audacityteam.org/o/man/bass_and_treble.html

Or the Equalizer effect. (The Graphic EQ mode is usually easier to “play with” than the Draw Curves mode.)
