These are the only settings that will record from another site on to my Audacity.

No… It means you are “capturing” the (decoded) audio stream exactly as it was sent with no volume alteration or any other alterations. (If it is clipped/distorted, lowering the volume won’t remove the distortion.)
Thanks for responding. But if I’m capturing the decoded audio stream exactly as it was sent, then why does the blue circle not move, even when I get rid of the recorded music? Even if I x-out the music or recording, so that there is nothing there, the blue circle will still not budge even if I try to move it with the pointer, unless I change the Speaker/Headphone (Realtek High Definition) to the Microphone Array (Realtek High Definition) setting.
If it is set at Microphone Array and I change it to Speaker/Headphone, it automatically goes all the way as high as it can, even though the recording button hasn’t been pressed yet.

The Mixer Toolbar controls are “shortcuts” to the computer’s sound system controls. Not all devices support these shortcuts. If not supported, then the Mixer Toolbars slider(s) do nothing.
Have you tried lowering the playback level? If the playback level is reduced, then Audacity will be recording a smaller signal, which will probably solve your problem.
