Time Stretch is no longer working

I use time stretch to get recordings to the exact length needed for a 60 second radio commercial. The time stretch is no longer working. I select the entire recording, select Effect, Select Pitch and Tempo, Select Change Tempo and input 60 seconds, but nothing changes.

Testing on W10 with 3.6.4

I cannot reproduce this, works fine for me.
