Time Shift not working

Hello,
I’m a newbie, so go easy on me!
I’m using Audacity 3.4.2.0 on a Window. I’m not sure why these two audio files have 2 rows and 1 row. Can anyone explain to me why and what effect it has? Thanks everyone

The top audio (which you have selected here) is a stereo track, the bottom one is a mono track.

It depends. Stereo means that the left ear and right ear get different sound, mono means that both ears get the same sound. For voice recordings, mono is typically sufficient, for music, there typically is some spatial separation of instruments (eg the guitar is a little bit more audible on the left side, the bass a little more on the right side), so stereo is required.
