Sync-Lock doesn't keep tracks "above" the current track sync'd when adding silence

Here are two audio tracks and one label track, with Sync-Lock enabled.

If I click into the upper audio track and Generate some silence, everything looks correct, and the lower track is affected.

However, if I instead click somewhere in the lower audio track and generate silence, the label will be offset, but the track above it will not be affected, breaking their sync. Here you can see I added some silence to the lower audio track, but the upper audio track wasn’t changed at all:

I’m not sure if this is intended, or a bug, but I find it surprising and not what I was hoping would happen. Thanks.
