I’m at my wits end.
I’m not quite ready to purchase a new computer and I haven’t found any DAWs or sequencers which will still operate on Win 8.1.
So … How much would I have to donate to get a step sequencer (for drum tracks) added to a future version?

Audacity doesn’t work like that. Audacity is developed, documented and supported by volunteers.
“Donations” are voluntary / optional and are “no strings attached” support for the Audacity project.
Have you tried Hydrogen drum machine? (http://hydrogen-music.org/downloads/)
It’s a stand alone software drum machine. It can export WAV files which can then be imported into Audacity.
