We have a P2 bug logged for Opus export:

P2 rating means it could (but only could) be a release blocker for the upcoming 2.4.0 (that will be a Release Manager decision).

For what it’s worth, we are now a lot closer to supporting Opus than previously, as libsndfile has been updated in Audacity 2.4.0 alpha.
In Audacity 2.4.0 (alpha):
Opus files can be imported into Audacity.
Opus export “may” be possible by selecting “Export Audio > Custom FFmpeg Export” and then selecting “opus” as the format in the “custom FFmpeg format options”. I’ve tested on Linux, and it’s still a bit flaky but it works.
Opus export may also be possible using “opus-tools” with Audacity’s “External Program” option (see: https://manual.audacityteam.org/man/exporting_to_an_external_program.html)
I’ve just been QA testing a new export available directly from the Export Audio and Export Multiple commands for export to OPUS (OggOPus)
And I can report that so far its looking good. Works on Windows and Linux but is sadly not (yet) available on Mac. So expect to see this in the upcoming 2.4.0 in early May.
I downloaded 2.4.1 via the Linux ppa over 2.2.1 from the ubuntu repositories just for this, but now the HiDPI support is broken and everything is humongous and overlapping and pixelated, tooltips white on white, menu not integrated anymore.
Anyway, at least the error message is a little less cryptic, but still cryptic “(EINVAL)”. Googling and then githubbing that, one of the possibilities is birtate out of the allowed range of 500…256000. I specified 160 thinking it’s kbps. Now it works. Now I don’t know if it would also have worked in 2.2.1.
