I need to reate label per 1 second
Example: label 1 from 00:00 to 00:01
label 2 from 00:01 to 00:02


Or simply split the audio file to 200, 300 smaller file has a same length (file audio length 1m40 become 100 file audio length 1m)

Tools > Regular interval labels
would be what you’re looking for
