Effect → Pitch and Tempo → Change Speed and Pitch changes the speed and tempo together like speeding-up or slowing-down an analog record.
Effect → Pitch and Tempo → Change Tempo changes the speed without changing the pitch.
There’s also the “Play at Speed” toolbar control to adjust the listening speed: Play-at-Speed Toolbar - Audacity Manual
The Pitch and Tempo effect has to do sophisticated processing to hold the pitch while changing the tempo. or vice versa. If the source is simple (a solo voice or monophonic musical instrument), this works well. With more complicated material, there will likely be spurious sounds or distortion. I have had it produce good results with piano and organ music. If possible, process on instrument or voice at a time.
