Special Effects

I have Windows 7.0. I record my voice to make audio tracks using Audacity and then upload them to a website. I want to record my voice with the effect of a “dreamlike” experience. I have heard it on TV and radio. It has slight echo but it’s more of an “out of body” like voice effect. Not merely an echo. I also want to record my voice as if it’s cominig over the telephone. Again, I’ve heard this on radio commercials, etc. Can Audacity create these two effects? How?
