There is a [u]Speed Control[/u] to change the speed in Audacity during playback.
Or, you can apply the Speed Change effect to a file and save (export) the modified audio file so it will play back slower on any application application/device.

In order to slow down all sounds in all applications, you have to “hack” the soundcard clock (hardware) or the driver (software). Not easy things to do and not practical things to do. Normally, the sound file (or stream), the application, the driver, and the hardware are all working together cooperatively, trying to play back at the correct speed.
