RMS is an option in the Loudness Normalization effect.

It is disabled by default (because RMS normalization is available in the Loudness Normalization effect).
The main reason that “rms Normalize” is still shipped with Audacity is because it is the only example of how Audacity users may add translations to Nyquist plug-ins.
