Remove heavy rain and wind

So I’ve met a huge problem that I can’t seem to wrap my head around, I can’t find any way to remove the rain/wind noise in the background.
Is there anyone who could help me with this problem. The track is Overture from the Halo 3 ODST soundtrack album.
Now, I only need the first 26 seconds, so if anyone could help me with removing everything but the instruments, I would be very grateful. It’s just the rain/wind that is the issue for the first 26 seconds.

I don’t think you’re going to split off the rain. I would fade in late and hope nobody notices the rain in the background. It’s easy to do after everybody gets up to volume. Anything you do with Noise Removal is going to damage the violins and there’s too much volume range for Noise Gate to do any good.
