Regular interval labels of selection

I’d like to take short sections of audio (about 3-6 secs) and mark them evenly with a certain number of labels (like 4,8,16)

Yes the Regular Interval Label tool can do that. http://manual.audacityteam.org/man/regular_interval_labels.html

Uhgg. Earlier, every time I highlighted a selection of audio and clicked the Analyze->Regular Interval Labels, the whole track would get selected as soon as the dialog ran.

Of course now that you say it works and I try a new file…it works.
