I’ve found the list of effects shows items that are no longer on the hard drive.
Is there a way to delete entries for non-existent effects?
Also, what are the paths that Audacity uses to find and list effects?

Delete the file “pluginregistry.cfg” from the folder "Users<username>\AppData\Roaming\audacity"
It’s complicated, and depends on the type of effects. For example, for VST effects: https://manual.audacityteam.org/man/installing_effect_generator_and_analyzer_plug_ins_on_windows.html#vst_install
