Records only if I restart my pc

I have 2.2.1 Windows 10 new I7 16g ram.
When I turn on my PC and start up audacity right away it will record just fine. But if I do other things and then open up audacity and hit record, the recording gets stuck at the beginning just blinking. Sometimes it will tell me it is a latency issue. If I restart the computer it will record just fine. The problem is the computer is used as a presentation computer with PowerPoint and restarting during an event is distracting.

The question is forcing itself past my lips: "Why are you starting an Audacity session in the middle of a critical PowerPoint session? How are you keeping the Audacity startup from reaching the audience?

What other things? Skype has been known to interfere with sound channels and system settings. Crossing those two is not a good idea.


Audacity > Preferences > Recording > Options.
