I recorded 4 tapes onto Audacity for burning to discs. When playing back #4 on Audacity I get #1,2,and 3 playing as well. Can I separate the tracks to put each on a different disc?

You don’t say which version of Audacity you are using. I will assume 1.3.13. If you are not using that version, I’d recommend you upgrade.
Each recording you made went onto a separate track in Audacity. Audacity is a multi-track editor and mixer, so this it is expected that you would hear all four tracks playing at once in this situation.
Note that you will need to export those recordings from Audacity (to WAV or AIF) then use an audio disc burning program to make the audio CDs.
