Radio Effect w/o Filter...?

I’m using Audacity 2.0.3 on Windows 8 x64

I’m trying to make a song cover and I want one part of my voice to sound like a radio or somewhat distorted in that manner, instead of clear-cut like the way it is now. I’m a beginner at Audacity so I don’t know my full way around, but all the tutorials I’ve looked up have said something about the Low-Pass and High-Pass Filters. Those effects aren’t listed under my “Effects” tab, so I don’t know what to do or where to go from there. If anyone could respond immediately, that’d be a big help

Hmm… I have the “High Pass Filter” and “Low Pass Filter” under my effect tabs. You might need to look further down. There are two sets of effects under Effects. You might have looked alphabetically but you have to go pass the first set, then there is a horizontal separator, then another sets of effects and the effects are there.

I am using Audacity 2.0.4 on Windows 7, but I am sure I have used them in 2.0.3 as well.
